Commercial refrigeration repair in California

Most California searches for commercial refrigeration repair come from Los Angeles, San Jose and San Diego. California is also the state with the strictest refrigerant rules of its own, layered on top of the EPA's, which matters for grocery stores and anyone with a larger system.

Contractors are licensed by the state, and refrigeration has its own license classification.

CARB's refrigerant rules for larger systems

The California Air Resources Board runs a Refrigerant Management Program for facilities with refrigeration systems holding more than 50 pounds of high global warming potential refrigerant. Systems from 50 to under 200 pounds must be registered and fall under CARB's leak inspection, repair and recordkeeping requirements, and larger systems report to CARB annually (CARB; CARB's own pages give the current inspection schedule). Systems using ammonia or carbon dioxide are not covered.

That sits on top of the EPA rule that applies nationally from January 1, 2026 to commercial refrigeration with 15 pounds or more of HFC refrigerant. A grocery store with a rack in California answers to both. A single walk-in condensing unit usually falls under neither threshold.

Checking a California refrigeration contractor

  • The Contractors State License Board has a C-38 Refrigeration Contractor classification covering refrigerators, cold rooms, insulated cold spaces and their controls (CSLB).
  • Check the license number on the CSLB website before work starts, and that it covers refrigeration.
  • Refrigerant work needs federal EPA Section 608 certification as well.
  • Larger sites should ask whether the contractor handles CARB refrigerant management reporting.
